LONDON -- Dick Pound has written a report for the World Anti-Doping Agency assessing the current state of drug-testing. NHL Jerseys . It doesnt paint a pretty picture. Despite increased testing and scientific advances to detect more sophisticated substances, Pound said anti-doping programs are failing and drug cheats are getting away scot-free because of a lack of will among sports organizations, governments and athletes. In his report to WADA and in an interview with The Associated Press, Pound blamed the failings on "human and political factors" and called out sports federations, the IOC and WADA itself for not doing enough to catch serial dopers like Lance Armstrong. The whole system, he said, is undermined by bickering among different groups, political interference, conflicts of interest and lack of incentives for nabbing drug offenders. "There are clearly many systemic, organizational and human reasons why the drug-testing programs have been generally unsuccessful in detecting dopers/cheats," Pound wrote in the report submitted to the WADA executive committee and foundation board in Montreal last weekend. "There is no general appetite to undertake the effort and expense of a successful effort to deliver doping-free sport," the report adds. Pound chaired a five-person working group which produced the 26-page report entitled "Lack of Effectiveness of Testing Programs." It carries weight considering that Pound served as WADAs first chairman from 1999-2008. The Canadian is also a senior member of the International Olympic Committee. "It ought to be a wakeup call," Pound told the AP. "It ought to be a call to arms. Well see what kind of response we get from the stakeholders. It will be on their heads if they dont respond properly." The report, which includes numerous recommendations, is being sent to all the client groups and will be up for consideration at WADAs meeting in Buenos Aires, Argentina, in September -- two months before the world doping conference in Johannesburg, South Africa. Pound singled out the Armstrong case as a prime example of how the system isnt working. The American cyclist escaped detection for years before finally admitting that he doped while winning the Tour de France seven times. "Armstrong is tested north of 300 times while taking all this stuff and never tested positive," Pound said by telephone from Montreal. "How is that possible?" The report points out that the number of doping controls carried out around the world has increased significantly over the years and testing methods have improved -- yet, that has not resulted in more cheats being caught. The report cites statistics showing that, of 250,000 drug tests per year, less than 1 per cent produce positive findings for serious doping substances. Thats despite intelligence suggesting the rate of cheating is much higher. "If youre conservative and believe that 10 per cent are doping, four out of every five athletes who are doping are not getting picked up by these tests," Pound said in the interview. "Why is that?" "The elephant in the room is the human factor, not the science, not the system," he said. "The fact is, there is no concerted will on the part of virtually all the stakeholders to do what is necessary." Pound complained that athletes dont speak out against doping, national and international federations are weak on the issue, national agencies are under the influence of governments, and governments have no incentive to catch their own nationals. "The whole system is perpetuated that way," he said. According to the report, anti-doping organizations focus too much on the quantity of tests, rather than the quality and effectiveness. It said sports bodies, including the IOC, "take public, but false, comfort" from the large number of tests, which are predictable. "Its like the IOC suddenly announcing its going to do 5,000 tests before London," Pound said. "So nobodys under any particular element of surprise and you can miss two tests simply by not answering the door if youre on something." The report also cites a "lack of inclination on the part of WADA to name and shame" sports federations which dont comply with anti-doping rules; a lack of widespread testing for EPO, insulin and growth hormone; opposition to testing programs by players unions; different rules for team and individual sports; and doping control officers being threatened and bribed. Disputes over WADAs role are also hindering the ant-doping effort, with the agency "viewed as an irritant, surrounded by stakeholders, some of which are self-interested or conflicted organizations," the report said. "The international federations still think WADA is a service organization for their benefit," Pound said. "It was never intended to be that at all. The international federations think its WADAs responsibility to do their work, except they dont want WADA to do the work." Governments, which provide 50 per cent of WADAs funding, have shown waning interest, with many sending civil servants instead of ministers to the meetings, the report said. The report said WADA must be the "designated leader, co-ordinator and monitor" of the anti-doping movement. To do that, it should reduce its research and education programs and focus on testing and compliance. WADAs main thrust should be monitoring compliance with the World Anti-Doping Code, which came into force in 2004 and sets out rules for all athletes, sports and countries, the report said. "Weve got compliance standards that are completely meaningless," Pound said. "They dont measure effectiveness. They only measure quantity." The report said WADA should be able to impose interim sanctions on a sport which is found to be non-compliant with the code. If the sport remains non-compliant, "appropriate action" should be taken. Under IOC rules, compliance with the code is mandatory for sports in the Olympics. Pound said the IOC should live up to the rules and kick out any sport which falls short. "If youre not compliant, then there should be consequences," he said. "Every time somebody gets close and you say, Maybe we should take road (cycling) racing off the program for a while, out comes the IOC wringing their hands and saying, Oh dear, we cant punish innocent athletes for the failure of a few. "You need some tough love here. You need some peer pressure." The report recommends mandatory use of the biological passport program, which monitors an athletes blood profile over time to look for signs of cheating. Track and field, swimming and cycling are among sports using the system. Other recommendations include: encouraging "whistle-blowing" so athletes and others can come forward with information without fearing harsh punishments; ensuring that doping samples can be removed from a country without interference or tampering; EPO tests should be included in all testing programs; and pre-emptive target testing should be allowed in team sports. After all, she was in remission.A little more than six months later, cancer again would affect her family. Her son, Tanner Clark, was diagnosed with testicular cancer just two days before his 20th birthday.I was a mess [when Tanner was diagnosed], the 51-year-old Robinson said. I didnt know what to think. But then you have to pull yourself together because you have to be strong for him and let him know well get through it.Tanners diagnosis was the continuation of a nightmare family saga that began in January 2014 when his 69-year-old grandfather, Dale Clark, lost his battle with prostate cancer. Two months later, Tanners mother was diagnosed with breast cancer. Robinson faced an arduous 1?-year battle that involved surgery, chemotherapy and radiation treatments. Sue Clark, Tanners grandmother, lost her brother to lung cancer in the fall of 2015. And then in April 2016, Tanner was diagnosed.Although Sues son, Jeff Clark, and Shawna Robinson divorced in 2000, Sue Clark opened her Charlotte home to Shawna and children Tanner and Samantha (now 19) when Robinson was undergoing treatment for breast cancer. The children frequently stayed with their grandparents when Shawna and Jeff traveled for their racing careers, and already had rooms there.Even though she and Jeff are divorced, she has always been a big part of our family, Sue said last year as Shawna neared the end of her treatments. It just made it easier for everybody involved.Shawna, Tanner and Tanners girlfriend, Mandy Cressman, were back in Sue Clarks home recently, reflecting on their cancer battles.When Tanner discovered a lump while visiting Cressman in Arlington, Virginia, he sent a text to his grandmother and asked her to make a doctors appointment for him -- a lesson he learned from his grandfathers experience. An ultrasound revealed a malignant tumor.[Dr. Glenn Holladay] said there were two lumps instead of one, Tanner recalled. He said when there were multiple tumors, there was no way its benign.Surgery was scheduled immediately, but chemotherapy didnt begin until two months later. Tanner, an online gamer, had a tournament to attend and didnt want to let his three teammates down. The doctor didnt recommend the two-month wait, but said he believed all of the cancer had been removed because no tumor markers existed after the surgery.They wanted to do chemo just to make sure there wasnt that small, minute chance there might be a microscopic cancer bug somewhere that could spread, Sue Clark said. That had a lot to do with the decision on one or two rounds of chemo. One round is brutal because its every day for five days. I was devastated over them doing all of this to him in one week, but that is how they treat testicular cancer.Tanners chemotherapy lasted three weeks overall. In the first week, he received chemo six hours a day for five consecutive days. The second and third weeks, he received chemo each Monday, and fluids on Wednesday and Friday.After his first chemo treatment, Tanner said he realized he couldnt continue his pursuit of Call of Duty in his normal fashion. He composed a tweet for TwitLonger while receiving his second dose of chemo, explaining why he wouldnt be involved in online gaming for numerous hours. She helped him get through a lot of the unknown.Robinson noted that the chemo quickly took a toll on her 6-foot-2 sons lean body. He weighed 150 pounds when he began the treatments. After the first week, his weight had dropped to 138.Tanner said having his mother accompany him to treatments was instrumental.The best part was having her at the hospital with me because shes been in the bed I was in, Tanner said. They dont explain to you how chemo feels and how it goes.Robinson said she and her son experienced many of the same side effects of the chemo. A notable difference was when the hair loss began. Robinson said her hair came out in clumps, while her sons shed over several days.Tanner often wears a ball cap to cover his bald head. He said he still experiences dizziness and confusion.His body is still carrying it [chemo], said Robinson, one of just 16 women to compete at NASCARs highest level and one of three, along with Janet Guthrie and Danica Patrick, to race in the Daytona 500. I dont know when Im going to feel the same again. I still feel weakness. He had a lot of the same reactions I did.Doctors will monitor Tanner for 18 months. Every two months, he will have blood work to check for tumor markers, and every four months he will receive a scan.Tanner and the rest of the family have altered their diet significantly because of cancer. They have switched to almond milk and have drastically reduced their sugar intake. Sugar-coated cereals are gone from Sue Clarks kitchen. Tanners daily breakfast now consists of plain Cheerios with fresh fruit. All candy in the house is sugar free. SAN ANTONIO -- Front offices across the NBA seem to be panicking a bit these days. Air Max 270 Economiche . Job security has long been an oxymoron for coaches in this league, but even by that what-have-you-done-for-me-lately standard, this off-season has been a particularly volatile one. Twelve coaches have been fired since the season ended, including the coach of the year and five others who led teams to the playoffs. Setting franchise records for victories in a season gets you fired these days. Leading your team to the Western Conference finals gets you fired these days. One tough season coaching a roster full of dead-legged journeymen and still-learning rookies gets you fired these days. "Coaching has never been valued less and blamed more," said ESPN analyst Jeff Van Gundy, former coach of the Knicks and Rockets. "Failure gets you fired and success gets you fired." While the ground all around them has never been more unstable, the last two coaches standing this season have found the kind of level footing that has become increasingly rare. The San Antonio Spurs and Miami Heat, tied 2-2 in the NBA Finals heading into Sunday nights Game 5, have become the models for stability and managed to rise above the chaotic fray engulfing much of the rest of the league. "I think its a terrible state for the profession right now," Heat coach Erik Spoelstra said. "We see it differently, the San Antonio organization and the Miami Heat organization. (To have) true success in the NBA you must have consistency of culture. When you see that type of turnover over and over and over, its impossible to create any kind of sustainable consistent culture." The Nuggets, Clippers, Grizzlies, Bucks, Nets and Hawks all fired their coaches after playoff runs this season. The Bobcats fired Mike Dunlap after one season on the job, while Mike Brown made it all of five games into his second season with the Lakers before he was run out of town. Brooklyn owner Mikhail Prokhorov fired two coaches this season -- Avery Johnson less than a month after he was the Eastern Conference coach of the month and P.J. Carlesimo after the Nets lost to the Bulls in the playoffs. "Its disappointing that Lionel Hollins takes his team to the Western Conference finals and they are going to go in another direction," Hall of Famer and ESPN analyst Magic Johnson said last week about the situation in Memphis. "You cant get better than Lionel Hollins, and you cant get better with what you have; just a tremendous season. "Do I like whats going on today? No." Warren LeGarie represents some of the biggest names in the coaching business, including Hollins. He said he doesnt see a crisis brewing, but he does believe periods of upheaval like this "are going to become more common than not." "No matter what, youve got to keep your seat belts fastened because theres a lot of turbulence out there," LeGarie said. "I tell my guys to try to improve their relationship with the front office as much as possible and keep the lines of communication open. No one likes surprises." George Karl led the Nuggets to the playoffs in all eight of his seasons and earned coach of the year honours this year after helping a starless team set a franchise record with 57 victories. He told The Denver Post that he thought the decision to fire him was "very stupid," and Gregg Popovich wont argue with him. In his 17th season as coach of the Spurs, Popovich is the longest tenured coach in the league. The manic approach that many NBA owners take to changing coaches, in his eyes, runs counter to the philosophies that made many of them successful in other pursuits. "As you think about it, it seems like it would apply no matter what your business is," Popovich said. "If you can have continuity, a good group, a team, so to speak, and all that that entails and keep it in a continuous manner so that it grows more or less upon itself, within itself and the knowledge and understanding continues to grow you have a pretty good understanding. You can deal with adversity and you cannot get too pumped up about success but just enjoy it and realize how fleeting it might be. "But the change, change, change, change, change thing doesnt really work. You can see that in a lot of organizations." Spoelstra has only been on the job five seasons, but that makes the baby-faced 42-year-old a relative grey beard in this business. He is the third-longest tenured coach in the league behind Popovich and Bostons Doc Rivers. It all starts at the top, with Spurs owner Peter Holt and Heat owner Micky Arison long considered two of the more level-headed owners in the league. Arison has worked with President Pat Riley since 1995, while Holt, GM R.C. Buford and Popovich have been the power trio in San Antonio since 1997. "The continuity I think breeds, it breeds trust, it breeds camaraderie, it breeds a feeling of responsibility that each member holds towards the other," Popovich said. "The ability to be excited for each others success, not to develop territory and walls, but to stay participatory. To be able to discuss, to argue and come out at the end on the same page with the same passion and the same goals." "And I think without continuity thats pretty impossible, because all the immediate tendencies of instant success starts to take over and that just breeds failure." The tranquility, and volatility, seems to trickle down to the players. Before coming to the Heat three years ago, Chris Bosh spent seven seasons in Toronto. He played for three different coaches and five different general managers in that time and only made the playoffs twice. "Ive been a part of organizations where the GMs and coaches have been like musical chairs," Bosh said. "Its hard to get stability. The players are in and out. Here its comforting to know you can work with the same people and get to know the same people." If there was any team that could be tempted to bow to public pressure it is the Heat. Playing under a white-hot spotlight ever since LeBron James, Dwyane Wade and Bosh teamed up in the summer of 2010 has brought unparalleled scrutiny. Spoelstra was deemed by some not experienced enough to coach such a star-laden roster, and Bosh has heard calls for him to be traded for two years. The Heat ignored all of that and now find themselves in their third straight finals, two victories away from their second straight championship. "When people dont see success right away, they just want to fire everybody and trade everybody and move on from there," Bosh said. "It takes patience. I think a lot of people up top understand that. The coaching staff understands that. I think now were in a position to really be successful, hopefully, for a while." And outfielder Zoilo Almonte sprained his ankle during the game. The already limping Yankees were further depleted in the first game after the All-Star break on Friday night when they lost 4-2 to Boston to fall seven games behind the AL East-leading Red Sox. The Yankees fell behind 3-0 when starter Andy Pettitte gave up homers to Jacoby Ellsbury and Johnny Gomes. And they were ill-equipped to come back when Gardner and Almonte left the game and joined already injured starters Jeter, Alex Rodriguez, Mark Teixeira, Curtis Granderson and Francisco Cervelli. "It happens to every team, every year. Injuries are a part of it," Jeter said before the game. "Id be lying to you if I said it wasnt kind of odd the way things have been happening. You get guys back, they get hurt again. The number of guys is something that I havent seen here since Ive been here, but other teams have to deal with it, too." The Yankees placed their captain on the 15-day DL with a strained right quadriceps that he injured in his first game back last week after being out all season with a broken left ankle. Jeter rejected the possibility that he returned too soon from the injury he sustained in last years playoffs. "I dont think thats the case," he told reporters before the series opener on Friday. "I was ready to come back; I came back; I was running fine. This happened, but this happens to guys who go through full spring trainings and play a lot of games." The Yankees had waited to make a decision, using the four days of the All-Star break for the shortstop to receive treatment. Jeter said he had hoped to play against the Red Sox, but he hadnt tested his leg in anything close to a game environment. "Right now, its fine. But I havent run," he said. "Im pretty sure theyll make me run before they have me play." Jeter, 39, broke his left ankle in the opener of the AL championship series last October, then spent the winter and the first 3 1/2 months of the season getting back to the field. After just four rehabilitation games, the Yankees pushed up his return after Gardner and Travis Hafner got hurt. Jeter had been telling the team he was ready to return, and general manager Brian Cashman said he received positive reports from Triple-A Scranton/Wilkes-Barre. Jeter returned to a huge ovation and beat out an infield hit on the first pitch he saw in the majors this year. But he left the game against Kansas City on July 11 in the eighth inning when his quad tightened in his third at-bat. "I dont think they trust me too much anymore," he said at Fenway Park. Jeter said at the time he hoped the strain was "not a big deal." He missed the weekend series against Minnesota and hoped to avoid the DL. "Its frustrating. Ive spent a lot of time trying to get my ankle right and get back on the field, which I did," he said Friday. "Finally, when that was good to go, something else happens. These things happen. Ive played entire spring trainings and pulled a muscle at the end. I think a lot of times people want to try to tie one to the other. Its not necessarily the case." The Yankees also signed infielder Brent Lillibridge from Scranton/Wilkes-Barre. Jeter joins Teixeira (wrist surgery), outfielder Granderson (broken pinkie) and catcher Cervelli (broken hand), who have been hurt and then had setbacks or second injuries. Teixeira returned briefly before season-ending surgery. Cervelli developed a stress reaction and is shut down for now. Granderson broke his forearm in his first at-bat in spring training only to be hit again after eight games back.
